I find it really poor form when a conference announces speakers before they inform everyone of the outcome. Finding out that you weren't selected that way is just kinda shitty. Especially when they use a system like Papercall or Sessionize where they can do it with a few clicks.

This doesn't happen super frequently, but I've had 2 or 3 conferences do it to me this year. They're not small conferences either. One of them did it last year too.

Also, if the conference is run by a company, it really doesn't reflect well on them. It's poor communication and it doesn't look great from the perpective of a potential employee or a potential client.
